The Vancouver Tourism Master Plan is a joint effort of the City of Vancouver, Tourism Vancouver, Vancouver Economic Commission and the Vancouver Convention Centre to assess and define the product development needs of Vancouver’s tourist attractions, services, facilities and transportation in order to create a long term strategy for the sustainable development and management of tourism in the city.
Creating Vancouver’s Tourism Master Plan
will involve engaging stakeholders from industry, business improvement associations and residents of Vancouver neighborhoods through interviews, workshops and online surveys. Our goal is to help everyone articulate and share a clear vision for the future of tourism in Vancouver – because when people share a vision of the future, it gives them shared belief, shared purpose and shared the passion.
This process will help identify, innovate, create and articulate unique products, amenities, programming and experiences, along with the policies and protocols required to guide the long-term planning and design of Vancouver – and its many neighborhoods – as world-beating tourism destinations.

All About the Tourism Master Plan
Vancouver is a mature destination that has well-developed products, infrastructure, and skilled labor, as well as businesses and organizations that are able to provide sales, marketing and servicing to locals and visitors alike. As in many developed tourism destinations, master planning with a tourism focus has not been undertaken. The result is a lack of a comprehensive tourism context for policy decisions at the City of Vancouver as it relates to matters such as land- use, capital planning, transportation, safety, and economic development.
The Tourism Master Plan seeks to guide the tourism industry’s development through ensuring a consensus on future direction and establishing an enabling environment to help it realize that direction. The work will analyze gaps, identify opportunities and establish priorities in areas of mutual interest such as culture, recreational and sports facilities, economic development, event hosting, sustainability, transportation,
public safety, diverse neighborhoods, and public spaces with programming and related infrastructure. The TMP should close the gap between the demand side of the equation (Tourism Vancouver) and the supply side (policymakers at the City and other levels of government).
The plan is also intended to provide a consensus between the stakeholders who will assist decision-making on tourism-related development for the City and advising investors/businesses on where they should be putting their energies. A broad range of input and opinions will be sought through interviews, workshops and online surveys with industry stakeholders, business improvement associations, residents of Vancouver neighborhoods and various thought leaders. Equally important is to establish protocols for the implementation and monitoring of the TMP. To ensure that this is achieved, the stakeholders need to have a focused, consistent and strategic working relationship. In this context, the values, rules, and processes through which public and private stakeholders seek to achieve common objectives and make decisions in destination management for Vancouver need to be enhanced.
